 The author, Joe Viglione, exemplary at Market Research for both a local and a 

national corporation, is known worldwide as a rock music journalist and record

producer, since 1971.   Film Director for Rock n Roll Hall of Fame / Platinum 

recording artist of the Jefferson Airplane, Marty Balin, as well as a documentary

film on Everett's Whittier Drive thanks to grants from Everett Cultural Council

and Mass. Cultural Council  Joe has promoted and/or produced multiple gold

and platinum, Grammy-winning artists.

MVES has placed a number of Elder Abuse flyers at the Whittier Drive community

room (21 Whittier) in both English and Spanish.   

I like the people at MVES, the acronym for the non-profit, however there are

bad reviews of the organization galore, and the City of Everett needs to address

these concerns.  

Basically, this reporter has heard that a multitude of elder abuse complaints have

been ignored which, if true, (and I'm not a lawyer,) to this senior, seems to be a 

violation of Mass. General Law 93a, Deceptive Business Practices.

Mayor Van Campen and his staff need to look into this immediately, as well as

the Everett city council and Rep Joe McGonagle.

When I was moving to Everett I had a horrible experience with two young ladies,

in their 20s presumably, who were cruel, abusive and didn't give a damn about

my needs as an elder.   I reported them and got help from one of their superiors,

but they were so bad, Xeroxing my birth certificate it looked like burnt toast.

How unpressional.

I uploaded my birth certificate to CHAMP, in gold and red, perfectly scanned,

but why were these two women negligent, condescending and refusing to do

their job?

It was severe elder abuse by two employees of Mystic Valley Elder, which makes

the MVES claim of coming to the rescue on Elder Abuse a very dangerous joke.

When seniors face lies from Pastor Jean Daniel of Everett Housing Authority

and elder - abuser supreme, Nicole DiPierro - cousin of exiled mayor Carlo 
DeMaria, you cannot go running to MVES because MVES is in bed with the

elder abuser.   Ms. DiPierro - as Housing Supervisor - has control of 21 Whittier

(where I personally removed politician/racist Anthony DiPierro from ever having

a political party again; and his aunt, Nicole DiPierro, was as guilty as Anthony

as I continued to report the malfeasance/her ethics violations, after her 10/23/23

letter to her nephew banning him.

Ms. DiPierro believes she is invincible and can scream, yell and cruelly abuse

seniors with no repercussions.

She has come to the right customer.  If it takes my dying breath my goal is to

see Ms. DiPierro and her unethical attorney Mr. LaRovere, incarcerated.

Ms. DiPierro and her lawyer just pushed my 50,000.00$ case against them

to my 72nd birthday, isn't that quaint?  Ms. DiPierro and Fran LaRovere are

less charming than snakes, but they are in bed with Mystic Valley Elder 
Services.

So if you expect MVES to really help you, how can they when they engage

with a woman - I alleged -  suborning perjury from one of their own MVES staff, 

which I allege and will be bringing to court.   Makes Anthony DiPierro's unethical

conduct look like child's play.  His aunty is far more menacing than he could ever

be shooting spitballs at his constituents, in theoretical fashion.   Actually,

Anthony's mischief is as practical as it is theoretical, but that's a discussion

for another day.

I'm not an attorney, so let's ask A.I.

AI Overview Suborning perjury is the criminal act of persuading, 

coercing, or inducing another person to lie while under oath in a legal proceeding (

18 U.S.C. § 1622  It is a felony offense, punishing the instigator as severely as the person who actually commits the perjury, often resulting in up to five years in federal prison.

As a person, I like Shelby Perrault.
Shelby took care of my late cat, Suzy (RIP 1/28/26)

when I was hospitalized May 20, 2025, as did

Darren Costa.   You see, Nicole DiPierro refused

to allow a senior to have a Personal Care Assistant,

PCA, until I filed Public Records Requests.

The abusive Ms. DiPierro was laughing at me, mocking

me at the office of EHA 393 Ferry Street Everett, MA 02149.

Retaliating because I ousted her corrupt unethical nephew, Anthony,

from having parties at 21 Whittier.   What a disgusting elder abuser!

Mystic Valley Elder Services have alinged themselves with the

quintessential, overpaid woman who abuses elders - Nicole DiPierro -

in my opinion a lonely, bitter woman who should be nowhere near

children or seniors.  Ms. DiPierro is unbalanced, in this writer's opinion,

and is as scary as the late Robert Bailot Sr.

I issued a subpoena to Ms. DiPierro and one to Ms. Perrault in June

of 2024.  I was planning on suing Housing that month as well but the

window closed at Malden District Court so I gave DiPierro and La Rovere

another chance.

Oh my God, the elder abuse from DiPierro escalated and MVES not only

didn't stop her: they engaged with DiPierro.

The complaints this writer gets from the tenants, who are anonymous for

good reason: retaliation - are Nicole DiPierro, Bob Bailot, Sharon at 21 Whittier

rec room, Shelby Perrault, Charlie Censullo.

Elder abuser Sharon has three women afraid of her, and won't participate as

much as they would like to.  One has dubbed Sharon "The B...h" (femal dog,)

and the name has stuck.   Sure, two wrongs do not make a right, but that

Ms. Perrault has lunch with Sharon, and coddled the late Bailot as well as

poor, deranged Charlie Censullo, is why Coffee Hour has few or zero attendees.

Shelby posted that she is not there the last two weeks. Rumor is she went

to Disneyland.

Shelby asked me to volunteer playing piano, she never offered me any compensation

which Peter Chiarello alleged she had, and the harassment from Bailot and Censullo

got so intense that after two years I quit.

Where was Mystic Valley Elder?   Enabling the abusers, Bailot, Censullo and Sharon.

Ms. Perrault is in over her head

In 1985 young Jon Bon Jovi only sold 15 tickets at Boston's Best Concert Club.

I was asked to co-promote and put 300 people in the room.  41 years ago.

For 18 years I produced shows at the Paradise,  ( the company is  now Live Nation)

gave me a Sony Watchman, Christmas 1985, their competitor telling me that I

kept the room alive that year.

Shelby had no one showing up for my performances except for the 10 or so

people which has dissolved to about 3-5.   So much for Coffee Hour.

Mr. Censullo has allegedly called Shelby the "C" word, I heard him use

the F word on her, yet Shelby Perrault supports the bad apples like

Bailot taking photos of people and snickering, or Censullo violently

waving a big American flag, or one of the puzzle people allegedly audio

taping people illegally.

That is not safety, and a Videotaping sign does not allow people to 

audio tape illegally, though yours truly is not a lawyer.

Outgoing Executive Director considers Quiet Enjoyment when he

stays in the Steven Kergo Quiet Cubbyhole while all hell breaks loose

on Whittier Drive.  Deny Kergo his pension, he did not earn it.

Elder Abuse is rampant thanks to Jean Daniel, Brian Arrington, Steven Kergo

and Nicole DiPierro.   Rampant.

Call MVES and see if they will help you?   

At Neighorhood PACE we sign an Agreement to be civil.

Ms. DiPierro, Censullo, Bailot and Sharon would

have all been thrown out.

I'm still awaiting a public records request for video footage

on Housing Coordinator Jean Daniel's dirty feet out of his

shoes when collecting our leases.  Daniel is alleged to be

barefoot while working for us.  If true, how unsafe and filthy

Secretary of State's office right now.  Seriously

Elder Abuse is rampant at Whittier Drive, and I submit that

the pamphlet from Mystic Valley Elder is a violation of MGL93A

Deceptive Business Practices

The big question Mr. McGonagle: How many elder abuse complaints

have been filed with MVES and what are the results.

For me, it's a rhetorical question.  Let's see what you and the mayor
