For Immediate Release: Why I am Filing for an Harassment Prevention Order Against Carlo DeMaria's Cousin, Housing Supervisor Nicole DiPierro
Dear Mayor Van Campen and Citizens of Everett:
Joe Viglione faces a significant potential for irreparable harm in the absence of immediate relief
Former Everett mayor seeks legal funding amid new ethics inquiry
The Housing Supervisor in Everett is the cousin of disgraced and embattled ex mayor Carlo DeMaria.
Mr. DeMaria poisoned the tree, and his cousins, Ward III Councilor Anthony DiPierro and his aunt, Nicole R. DiPierro, are much like Donald Trump's family --- abusing the public trust As Carlo DeMaria's misdeeds and malfeasance reach a crescendo, so too comes into focus his racist cousin Anthony DiPierro and elder abusing cousin Nicole R. DiPierro and their unfortunate penchant for abuse of people they are supposed to serve.
The A.I. overview of betrayal of the public trust follows, Your Honor Mayor Van Campen.
As a public figure, or a limited public figure, we have the right to scrutinize Ms. DiPierro's wrongful conduct. For example: this rent-paying tenant found Housing failing to fix the front steps. This caused me great hardship in the winter as the cold weather blew up my congestive heart failure. So walking around the front steps caused me great physical discomfort.
Taking pictures of the front steps resulted in Ms. DiPierro lying to the court, perjury, claiming falsely that I was taking pictures of her place of business (for stalking purposes.) Since I filed for the first restraining order against her 7/10/25, her own attorney's acknowledgment of this to the judge, a homosexual man hardly wants to be anywhere near an abuser of a handicapped, elder person. Nicole DiPierro forces herself on me.
Shelby Perrault at Mystic Valley Elder told me that president Steven Kergo would be at a meeting with me in January of 2025. I demanded that Nicole DiPierro not be there as she has been stalking me for over 2 years, retaliation for me forcing her to ban her nephew, racist Anthony DiPierro, from having political parties at Whittier Drive for his unethical posting of his photo on Housing property (obviously with embattled Carlo DeMaria and aunty Nicole's permission, allegedly.) A lawyer of mine has filed a retaliation complaint on Nicole and Housing with the Mass. Commission of Discrimination.
Nicole DiPierro and her attorney-with-the-unclean hands Francis LaRovere, abuse the court system as they abuse senior citizens at Housing.
I allege that DiPierro's agents, Brian Arrington, Jean Daniel, Shelby Perrault of Mystic Valley Elder, and Mr. LaRovere all gang up on people to harass senior citizens.
In Mystic Valley Elder Service's case, they actually caused a ruckus with my new medical provider that I left Mystic Valley for 8/1/25. Ms. Perrault was moaning "I'm losing all my people" to my new medical provider, who are amazing.
I allege, based on information and belief, that Ms. DiPierro was working with MVES to harass my new medical provider, and that is a key part of my court case for a restraining order (HPO) on Nicole DiPierro....that she and her accomplices are quite literally trying to seriously harm me by interfering in my relationships with my medical provider(s). A cardiologist of mine told them to be gentle regarding the legal proceedings (paraphrased) and Carlo DeMaria's cousin turned the ratchet on the elder abuse up.
When Ms. DiPierro showed up at the meeting instead of President Kergo she was taunting me, laughing at me, waving with a smug, abusive smile, and Mr. Kergo couldn't find the video.
Of course not.
But Kergo did tell me that they broke into my apartment with no notice when I was at that cardiologist's meeting July 3, 2025 - a week before I filed for the first HPO - Harassment Prevention Order.
The bullying is intense since four people died here in the last eight months. What are they doing to have such turnover in these apartments?
The public has a right to know that not only is Carlo DeMaria under scrutiny from the press, so is his cousin, also a public figure or a limited public figure.
Housing Supervisors as public figures, or limited public figures, open to scrutiny . Ms. DiPierro does not want my investigation of her wrongful conduct to continue, so I allege she is using the legal system in a manner in which it is not intended to be used.
LEGITIMATE JOURNALIST
McGuire v. Reilly, 260 F.3d 36, 42 (1st Cir. 2001). The Supreme Court has explained that "the loss of First Amendment freedoms, for even minimum periods of time, unquestionably constitutes irreparable injury."
Demarest v. Athol/Orange Community Television, 188 F. Supp. 2d 82 (D. Mass. 2002), was a First Amendment case heard by U.S. District Judge
in Springfield, Massachusetts.https://law.justia.com/cases/federal/district-courts/FSupp2/188/82/2576984/
The court’s decision “opens up more doors to the common citizen to be granted the same rights as a professional journalist,” said Patricia Demarest, a plaintiff in the case and co-producer of “Think Tank 2000.”
Demarest’s attorney, Bill Newman of the American Civil Liberties Union, agreed, saying the ruling “empowers citizens as publishers to gather information.”

- Qualified Right of Access: The First Amendment guarantees the press and public a presumption of access to courtrooms and records.
- Challenging Closures: If a court tries to seal a document or close a hearing, journalists have the right to challenge this action.
- Key Aspects of the Case:
- Legal Citation: Demarest v. Athol/Orange Community Television, Inc., 188 F. Supp. 2d 82 (D. Mass. 2002).
- Case Summary: Plaintiffs Patricia Demarest and Vicki Dunn sued the local community television corporation and its board, alleging that their free speech rights were violated.
- Outcome: The court found in favor of the plaintiffs, highlighting the misuse of power by the town-appointed board in restricting access to public broadcast channels.
- Significance: The case is often cited in Massachusetts regarding public access television, free speech, and the actions of quasi-governmental bodies.

- The town-appointed cable board in Athol/Orange silenced Patricia Demarest and her show "Think Tank 2000" after she accused local officials of conflict of interest and grilled one of them on camera. The American Civil Liberties Union helped Demarest prove the sanctity of the First Amendment and the foolishness of a rule requiring producers to get written permission from such subjects. U.S. District Judge Michael Ponsor in Springfield ruled that such shows constitute a "public forum," the same as the soapbox and the pamphlet of old.
To be continued.
- Public Officials/Figures: High-level officials like the Secretary of Housing and Livable Communities (e.g., Juana Matias, Ed Augustus) are key figures in the Healey administration and often discussed in public discourse.
- Local Housing Leaders: Individuals holding positions in organizations like MassHousing, the Massachusetts Housing Partnership (MHP), or acting as local housing authorities are considered public figures due to their role in managing public housing and distributing funds.
- Context: The courts often consider individuals holding public positions (such as city managers, or directors of housing authorities) who have substantial responsibility for or control over the conduct of governmental affairs as public officials/figures.
