Liberty became the warden of Maine State Prison in 2015, shortly after a Frontline documentary depicted the devastating impact of solitary confinement there. He instituted reforms and expanded on them when he was put in charge of the entire state system in 2019. Among other changes, he introduced new addiction services and organic gardening, and he started an inmate debate team. During the pandemic, he let prisoners — he and others call them residents — take remote college classes and earn money in remote jobs.
