The Council on Aging or Neighorhood PACE need to get to bid on the right to serve

21 Whittier Drive, the Community Room.

6/19/26 a tenant, Jimmy, and I waited for Coffee Hour.  No warning from the

room coordinator, Shelby Perrault, no coffee hour that Perrault advertises last Friday.

This kind of deficient behavior is a slap in the face to the elder community.

Today there was Bob and myself, two people yet I hear that the Council on Aging

had a packed Bar B Cue on Thursday (this writer flat on my back from horrid allergies,

no way I could attend 2/25/26.) 

Dale Palma at the Council on Aging needs to be commended. 90 Chelsea St.

Neighborhood PACE has people day after day getting fed lunch over

at St. Therese 801 Broadway

These two places are vibrant.  I attended St. Therese on Tuesday, June 23, 2026

and the room was packed for 6 police officers and Mayor Rob Van Campen

July 10, 2025 21 Whittier was empty for ex mayor Carlo DeMaria and the

current police chief.

The laziness of Shelby Perrault, room coordinator for Mystic Valley Elder,

is outrageous, and her lacking performance speaks volumes that her lies

against the elder community, in a court of law, May 21, 2026, - moral turpitude,

a cause to relieve her of her duties.

In 1985 what is now Live Nation called me to help with 

an unknown artist, Jon Bon Jovi.  We packed the room,

and Bon Jovi became a superstar in a very short time.

When I managed an AirBNB 2018, 8 years ago, the wife

praised me as their ratings went up.  All it takes is hard

work, not sitting around as Ms. Perrault does without even

putting her posters/calendars up in a timely manner.

Her ears must be ringing because the tenants who do not

show up complain about her to me.

Ms. Perrault has an obligation to protect seniors   She was assigned to be my

care provider but, instead, enabled the wrongful conduct of Charles Censullo,

the late Robert L. Bailot, SR, the late Sharon Benigno, and her good friend 
William Penney, a mean-spirited individual who took over the community 

room to build HIS puzzles, the other 120 apartments be damned.

Ms Perrault does not like constructive criticism.  She shrieked at me one

day "WE'RE NOT PACE" WHEN  I calmly explained to her that PACE does

a good job.  Then Perrault will point the finger at the guy she was assigned

to take care of, me, and blame a 72 year old with congestive heart failure, 

a twice-broken right arm, and out of control allergies, because Perrault cannot

look in the mirror and see how deficient she is.  Basically it is elder abuse.

And no one should scream at an elder, that is elder abuse, while coddling

a truly unbalanced Charles Censullo, sent to the psych ward by the police,

and banned from many a store here.  That's who Shelby plays with and it

is sick.

For 4 years Ms. Perrault and Mystic Valley Elder run a Ghost Town at 21 Whittier.

The dysfunction in the room is palpable.  Intense.

What do we, the elder community, do?

St Therese community room was packed on Tuesday 6/24.  There wasn't a new

tenant A.R. threatening to shoot a dog with a gun (after 9 police officers, we finally have

shut that lunatic down,) there was not Charlie Censullo who almost walked into my

car today as I was parking in my private space - Ms. Perrault saying weeks ago "Joe's

taking pictures" (meaning me) of the police before Perrault said that they carted her

friend Charlie off to the psych ward at Widden Hospital (103 Garland St. Everett)

He didn't like me at the piano so he rustled a bag repeatedly to try to make me leave.
I continued to write a new song, it's OUR community room, not Bill Penney's, so the

chain smoker (all he does is smoke and make puzzles) finally left and stopped bothering

this excellent, rent-paying tenant.

Penney lied about me in court on May 28, 2026, claiming falsely "Joe met his

significant other in the jacuzzi at the gym. Joe told me so."  

Really?

I met my best friend at the locker, but people like Bill Penney seem to be seething with envy

that some of us have a plethora of good friends, and Penney is lonely with only a bird to talk

to, and Shelby Perrault.   And his cigarettes, such a filthy habit.

So how do these lies by Ms. Perrault and Mr. Penney in a court of law help our community?

I love Lisa Jimenez at Mystic Valley, she sent me to the hospital 5/20/25 when I nearly died from

the congestive heart failure.  I must have 9 lives like a cat and you know what?  I'll take it. 

But Mrs. Jimenez said to the elders "The whole world is depressed."  I raised my hand,

"Lisa, I'm a happy guy (they call me the mayor in my social world,) and Lisa does an about face and says "85 percent

of the world is depressed."  

My God, the seniors are like little children and their brains tape recorders.

Do not feed them such toxicity when a guy like me @ 72 is so happy go lucky.

Lisa was more factual on my TV show, Everett Today, with the great Darren Costa,

a far more effective city councilor than racist Anthony DiPierro, cousin of the ex mayor DeMaria.

As a journalist quoted in the NY Times and Boston Globe, pulling figures out of thin air

as Lisa did, well, I wouldn't be a reliable source for the NY Times (on Jimi Hendrix,) or

the Globe (Hendrix and Boston band The Cars.)  Or that I've written for the Globe and have

been interviewed by the paper.  

21 Whittier is a Ghost Town.  Ms. Perrault is out of her depth

and cannot run the room, but far worse, she is supposed to be

my Protective Services person when they assigned her as my

care provider and in a court of law she lied and abused this elder.

Were I as crazy as Charles Censullo, and being a film director quoted

in major newspapers, do the math, how dare she be jealous and attack

me.  Ms Perrault told me she met her husband on the dating APP Bumble,

while she sees the people I meet in "real life" and seems to be angry

at my happiness.  One fellow, Manuel, wanted to marry me 3 years ago,

what a sweet guy, but not for me.  Anyone at Whittier would be thrilled

to have a Manuel in their life, but I like a perfect match and that is what

I seek, and find.  "Have you had sex with your PCA" Perrault asked me?

How immature.  Her vulgar mouth is not a good fit for 21 Whittier.

Shelby Perrault is a bad match for 21 Whittier.  She won't find attendees

on her dating APP, and fails to put calendars up in a timely manner in all

the apartments.  

Neighborhood PACE and Council on Aging are successful and thriving

due to hard work.  They don't lie about elder patients, they help them

Shelby Perrault must be fired for cause, and we need to send Bill Penney

back to his apartment with his birdy.   I submit that their perjured testimony,

their anger at other tenants, the tension that they cause is not conducive to

having a vibrant community.  4 years on Ms. Perrault and her few pals  that

haven't died off yet, ARE THE PROBLEM.  

We need a new community - a vibrant community - 2 people at coffee hour

today is a sin, a huge sin, and lazy Shelby needs to be sent back to Georgetown

to play with her dating APP.
